WGA By-Laws

 
WOMEN’S GOLF ASSOCIATION BY-LAWS

  

Article I – Name

 

The name of this organization shall be the Women’s Golf Association of the Country Club of Hilton Head.

Article II – Purpose

 

The purpose is to promote interest in the quality of golf and stimulate sportsmanship.

Article III – Membership

 

Section I

 All women, 19 years or older, who hold any type of membership in the Country Club of Hilton Head are eligible for membership in the WGA-CCHH.

 

All members, regardless of handicap, must play to a maximum handicap of 40 in WGA events.

All NEW incoming members must have an established 40 or less 18-hole handicap at the Country Club of Hilton Head.  The Pro will calculate handicaps from other clubs to determine a person’s handicap at CCHH.

 

Section II

 All members in good standing at the time of the annual meeting are entitled to vote and elect officers for the ensuing year.


Article IV – Dues and Meeting

Section I

The annual dues shall be determined by the Executive Committee and approved by the membership at the annual meeting in November.  Dues are payable by December 1.  One half of the dues are payable when joining after June 15th and pro-rated thereafter at the discretion of the Executive Committee.

Section II

The WGA will function year round.  For the purpose of awards, the season will begin with the January Opening Breakfast and end October 31, with the exception of Most Improved Golfer, which will run from November 1 through October 31.

 

Section III

A meeting of all members for annual awards, annual report and annual election of officers will be held in November.

 

Section IV

Special meetings may be called by the President, the Executive Board, the Executive Committee, or upon written request of one third of the membership.

Section V

Notices of special meetings shall be posted on the Bulletin Board at least seven days in advance.

 

Section VI

Thirty-four percent of the members shall constitute a quorum.

 

Article V – Governing Bodies

 

Section I

The Executive Board will consist of the elected Officers of the Women’s Golf Association, plus the immediate Past President as a member ex-officio (no voting privileges).

Section II

The Executive Committee will consist of the Executive Board plus those standing committee chairpersons appointed by the President.

A)  The Executive Committee shall have general supervision of the affairs of the organization between meetings.

B)  Meetings of the Executive Committee shall be called by the President as needed, or upon request of the majority of the members.

C)  One half of the members of the Committee shall constitute a quorum.

 

Section III

The duties of the Officers:

A)  The President will preside at all meetings and will appoint all Committee Chairpersons with the approval of the Executive Board.  She shall be an ex-officio member of all committees with the exception of the nominating committee.  She shall be the liaison between management of the CCHH and the WGA.  She shall represent this organization at the Club’s Golf Committee meetings and present an annual report.

B)  The Vice-President shall perform the duties of the President in her absence or at her request.  She performs the duties of Tournament Chairperson.  She will become President the following year subject to a vote at the November meeting.  As tournament Chairperson she shall select the Chairperson for all special events including Women’s Championships, introduce Club Events, monitor progress, and present an annual report.

C)  The Secretary shall keep the minutes of all meetings including the Executive Board and Executive Committee meetings.  A record of these should be sent to the President within six days.  She will conduct correspondence and present an annual report.

D)  The Treasurer will collect and disburse all funds.  The Secretary may sign emergency checks in her absence.  The Treasurer will keep financial records.  She shall present a budget to the Executive Committee for approval and shall present a report at the annual meeting and give interim reports as required by the Executive Committee.  The dues are payable to the Treasurer by December 1.

 

Section IV

The duties of Committee Chairpersons will be defined by the Executive Committee.  All Committee Chairpersons should keep accurate records of all procedures for the future.

 

Article VI – Elections

 

Section I

A Nominating Committee shall consist of the Chairperson and four members at-large.  The slate of officers shall be posted on the bulletin board in the ladies locker room one month prior to the November meeting.  If there is only one nominee for an office, the slate may be approved and elected by unanimous consent.  If there is more than one candidate, the vote will be a secret ballot.  This is a Standing Committee.

 

Section II

Election of officers for a term of one year shall be held at the November meeting by a majority vote of members present.  The new officers will take over immediately.  For purposes of turnover, a joint meeting of the outgoing and incoming Executive Boards will take place by December 1.

 

Article VII – Tournaments and Events

 

Section I

To play in any event, a member must have an established 18-hole handicap.

 

Section II

Guest events will require bonafide handicaps from GHIN (Golf Handicap & Information Network) online systems for guests.

 

Section III

Scores will be posted following each WGA day of play.  Failure to do so three times will result in an automatic posting of the lowest score of the member’s last twenty posted scores.

 

Section IV

No guest shall be allowed to play in any away-day events that have been set up by the Golf Shop at another course for WGA members only.

 

Section V

If you are a designated “Blind Draw” you may win only once.  For example:  You are the “Blind Draw” for the first place winning team, and also, your own team wins 2nd (or 3rd) place.  You would win the “1st place” money, since it is greater, and the 2nd place team would divide their winnings 3 ways instead of 4.

Section VI

All WGA members must follow the rules of the USGA.  Any written and signed documented repeated violations of these rules will be reviewed by the Executive Board and could result in a one-month suspension from all WGA events.  Repeated violations could result in a six-month suspension.

 

Article VIII – Amendments to the By-Laws

 

Amendments to the By-Laws may be made by a vote of two-thirds of the members present at any meeting.  The amendments shall be posted at least ten days before the meeting.

 

Article IX – Roberts Rules of Order

 

Roberts Rules of Order shall be the parliamentary authority of this association in all matters not specifically governed by the By-Laws.
